I find Otto one of the best hands of the kings. He kept the realm at peace during the reign of Jaheryes and Viserys and the kingdom was flourishing. As a hand for Aegon II, he was also good but sadly no one heard his counsel and if Aegon did exactly what his grandfather told him to do then dance would have been mostly avoided.

So I am seeing a major discrepency that a lot of people might be misunderstanding about medieval law, OR that the show may not fully be making clear: In Westeros, Male Preference Primogeniture is what all the other houses have been following since forever. (Except in Dorne, they do Ultimate Primogeniture.) What's Male Preference Primogeniture (MPP for short)? Well, to put it simply, it is, King followed by their eldest living son, OR the oldest living son/child of their eldest son if that son is dead. i.e.: Edward III of England - Edward the Black Prince died before his time Richard II Richard had a living uncle, John of Gaunt, but bitcause Richard was the son of the Black Prince, he came first. How does this come into play with women? Master of laws definately seems to be a positions similar to Home Secretary here in the UK. Or i think Secretary of the interior in the US. Its an important executive role very specificly on domestic affairs.
